He was preceded in death by one brother: Paul Webb.

Phil graduated from Sidney High School in 1955. He earned his undergraduate degree from Wright State University and earned his Masters Degree in Human Resources from Central Michigan. After completing his Masters, his counselor asked him if he was going for his Doctorate
and his reply was “I'm going to buy a boat” which he did and took his Dad fishing numerous times.

Phil's musical involvement began at Sidney High School where he played clarinet in the concert band, xylophone in the marching band and piano in the jazz band. He enjoyed many lead positions in various operettas and plays. He sang in the choir at St. Paul's United Church of Christ, Vandalia United Methodist, and Christian Life Center. He enjoyed singing gospel music and sang in a men's gospel group and also sang duets with wife Joyce. He was active in the Sidney Jaycees and served as President. Growing up in the Fifty's, Phil started his working career at a very young age by delivering papers and dry cleaning. His first fulltime job was with the State Highway Department in Sidney. Next, he went to work for the Dayton Power and Light Company and relocated his family to the Dayton area. He served on the Board of Directors of the Dayton Power & Light Co. Federal Credit Union for 43 years and as President for 9 years. He worked 15 years for Lexis-Nexis Headquarters in the Dayton area and wrapped up his working career at the Rogers Jewelers Headquarters in Middletown, Ohio heading up their Human Resources Department. Phil called this position his “retirement” job. Phil was a man of great integrity and always looked out for the people he served. He retired from the work world at the age of 68.

He loved his time with his family and friends. His hobbies were fishing, swimming, playing golf, tennis, attending plays and concerts, sporting events, mowing his grass, and walking his dogs. Phil loved his dogs Tyler, Amos, and Andy as well as Rau, a stray cat that became part of the family for the next 17 years. He loved feeding and watching birds. With numerous bird feeders in the backyard, birds zoomed in and out of the yard and back porch many times with great speed!
